What is the full form of the orthopaedic technician course?

The common qualification is the Diploma in Orthopaedic Technology, which trains you as an orthopaedic technician (also called an orthopaedic technologist or plaster technician). It is generally a two-year diploma; a BSc Orthopaedic Technology degree route also exists. At VIMS the orthopaedic technology programme leads to a credential conferred by a UGC-recognised university.

Is orthopaedic technology the same as OT (operation theatre) technology?

No — they are different courses. Orthopaedic Technology is about bones and joints: plaster casts, splints and fracture care. Operation Theatre Technology (OT technician) is about assisting surgeons inside the operating theatre. They are also different from D.Ortho, which is a postgraduate medical qualification for MBBS doctors.
